Police is responsible to launching the FIR on any criminal case. What happen in the case of vehicles theft, sometimes the stolen vehicles recover the same day or one-two days later at different place. If police launch FIR of vehicles theft police have to complete all the paper documentation work or investigation process while the vehicle had been recovered. And may be some other reasons… Police try to find the stolen vehicle on only steal information without launching FIR through passing information via wireless message to all police points.
What is the procedure regarding the reports and the F.I.Rs?

You can report to the police when any crime occurs or when you apprehend a crime. Report could be on the telephone or in the writing. F.I.R. is lodged only when the crime has taken place.
